Leaders oversee financial performance and compliance for affordable housing portfolios in Clark County.
Vancouver Housing Authority provides housing and services to individuals for stability as a housing authority.
Managers develop business plans, manage capital projects using PCNAs, supervise staff, ensure regulatory compliance like HUD and Section 8, and monitor insurance.
Work involves data analysis, reporting to stakeholders, and maintaining relationships with lenders and residents.
Full-time exempt position.
Starting salary $112,919 to $124,210 based on experience up to $163,732 annually.
Full-time exemption includes medical, dental, vision, life, disability insurance, 5.58% WA PERS employer contribution, 12 holidays, PTO, and sick leave.
Responsibilities
- Lead implementation of Asset Management Framework
- Provide oversight of financial performance including budgets and NOI
- Develop property-level business plans and recapitalization strategies
- Oversee capital planning and renovations
- Supervise Asset Managers and staff
- Ensure compliance with regulatory requirements
- Manage relationships with stakeholders
- Support acquisitions and dispositions through due diligence
Requirements
- Bachelor’s degree in business, finance, accounting, real estate, or related field and 6 years experience in affordable housing including 3 years supervisory
- Thorough understanding of HUD regulations regarding occupancy, management, re-certification, EIV, MOR, and REAC Inspections
- Ability to communicate clearly orally and in writing
- Certified Housing Asset Manager preferred
- Valid driver’s license meeting VHA insurance requirements
